Location permit

A location permit is an administrative act issued on the basis of the Spatial Planning and Construction Act (Official Gazette 76/07, 38/09) in accordance with spatial planning documents and special regulations on the basis of which any intervention in the space is carried out.

The location permit contains an extract from the spatial planning documents on the basis of which it is issued, and depending on the type of intervention in the space, the location permit determines:

  • shape and size of the building plot, or the scope of the intervention in space
  • purpose of the building
  • size and area of ​​the building
  • placement of one or more buildings on a building plot, or within a spatial intervention
  • building design
  • development of a building plot
  • method and conditions for connecting a plot or building to public transport areas and communal infrastructure
  • a method of preventing adverse impacts on the environment and other elements important for the spatial intervention, according to special regulations.

For which buildings is a location permit issued?

A location permit is issued for all buildings except for buildings whose construction (gross) area does not exceed 400 m2, buildings for the performance of exclusively agricultural activities whose construction (gross) area does not exceed 600 m and simple buildings according to the Ordinance on simple buildings and works (Official Gazette 21/09).

A location permit is not an act that approves the construction of buildings. For the construction of buildings, it is necessary to obtain a decision on construction conditions or a confirmation of the main design or a building permit, depending on the building and the project being carried out.

Who issues the location permit?

  • administrative body of a large city, namely the City of Zagreb
  • county administrative body, responsible for interventions carried out in areas outside large cities and the City of Zagreb
  • Ministry of Environmental Protection, Physical Planning and Construction, for interventions in the area determined by the Government by regulation, and for interventions planned in the area of ​​two or more counties, or the City of Zagreb
